Let's say I want to play something fast between the e and A. =================
Pretending the one on top is e and the one on the bottom is A, I always pick on the insides of those strings, meaning i downpick the e and up the A, then back to the e in the same downpick. I see most players up the e, is that what I'm doing wrong?

Your example is way too abstract to be of any use. Almost everything about this kind of thing is so situational it's very hard to come up with any direct rules; you're better off coming up with a set of guidelines and heuristics that work for you and work towards sounding the way you want to sound.
