What kinda pups are those? I've seen/tried guitars with old foil pups but those aren't foil are they?

A great many of them were made in Japan by Teisco, and there is some overlap between them and the models sold under the Teisco brand name. Quality was nowhere near that of modern Japanese-made electrics, but those old 60's Teiscos have quite a following. Presumably, that would extend to your Decca. The pickups do not appear to be foil; just period-correct single-coils for the low-end Japanese guitar industry.
