I have a Tubemeister8 and I run my proco rat in the FX loop it give me a great sound like hard dirty rock or metal , but the sound runs very low compare to when the pedal is off . When its on with the volume all the way low you cant hear anything but when you move it up a bit the sound comes on but know matter how much I turn the volume past that point it wont go loud- with the pedal off i have full control of the volume and its much louder .

The pedals got a volume too. Use that when the pedal's on

EDIT: I've reread the op and you really need to get that pedal out of the fx loop, that's not where distortion pedals go.

Get it out of the FX loop and add it in front of the amp.

Use the Level/Volume control to get a good balance in volume between clean and dirty tones.

Yep it does help a bit but if i turn it to much i get some strange sounds coming out

That's because it's in the fx loop.
