It's discontinued I think but check out the Peavey Rotor EXP. neck-through, 24 frets and ebony IIRC.

The Epiphone Futura Prophecy has 24 frets, though it's technically a Futura shape. Its the only mass-produced 24 fret Explorer I've been able to find that isn't "metalized" like the Jacksons and Deans.

Epiphone Futura Prophecy and the Marcus Henderson Apparition have 24 frets. They have EMGs but switching them to passives is within your budget since you'll have to buy them used.
