It's basicaly 19th century sci-fi, a post-apocalyptic imagery in which steam power has regained mainstream use. Essentialy, it's a splicing of futuristic imagery with historic tech and Victorian and Edwardian styles.

I don't usually like steampunk stuff because it just looks like tacky plastic crap.

Some of it looks cool, some of it looks dumb. Wearing steampunk stuff seems kind of tacky, but if people are brave enough to do it and not take themselves too seriously, then i guess that's good for them.
