Looking for a flanger that sounds in the ballpark of a Deluxe Electric Mistress.

That's the easy part, now here's the catch:

I need a mix (preferably) or a level control, and tap tempo in the pedal.

The only thing I can find that can do this is the Strymon Mobius, but it's too large, does way more than I want it to, and (the important part), far too expensive for an effect I don't use very much.

I have a Line 6 M9, which can do this as well, but the sound quality just isn't there, compared to the Mooer Eleclady I'm using right now. The M9 slays for delays, and some of its verbs and synths are amazing, but a lot of the analog type stuff it tries to emulate aren't there compared to the real thing, unfortunately.

You could possibly mod the Deluxe to have these features if you're feeling adventurous.

Modding in a mix and tap tempo... at that point I probably could just have one built for me from the ground up.

Now, I found a mod for the mix with actually having to mod the pedal

Can't find anything on having a tap tempo.

If you already have the know how to build one from the ground up then do it.

Yeah, I thought about putting it into it's own loop with a level control. That's certainly feasible, though kind of a pain in the ass just for one pedal.

The Boss BF3 has a tap tempo, I don't think it has a mix knob though.
