What toontrack midi pack would be best for jamming to kind of groove based classic rock/ metal? Trying to get a sound kind of like Motley Crue or Metallica but without sounding painfully basic like the drums on the last A7X cd.

Why not just make your own?

Or download TuxGuitar and a bunch of Guitar Pro files with drums you like, export the MIDI and import into your DAW to cut up for what you want.

Yeah loops are a bit of a rip off. You're better of just learning to write drum beats. Sure you might not be Terry Bozio, but you don't need to be.
