I need at least 10 inputs to cover everything in my band (4 vocals, 2 guitars, 1 bass, and at least 3 for drums). More is better, for just in case & future proofing.

I'm trying to spend in the ballpark of $100, $150 tops.

I could go for 2 separate 1U units to get all the inputs I need. Or a bigger 2U or 3U unit.

I'm aware of the Alesis 12R, but I'm having trouble snagging a great deal on one; it's also quite large at 3U.

Any other cheap suggestions for quality units?

Can't think of quality units for that price.
A couple behringer ultralink pro MX882 might do, though they'll most likely not sound good.
Or an eurorack pro MX1602 plus another when you'll have the money.

Does it really have to be rackmountable?
Absolutely?
'cause you might just get a used Mackie 1202/1402 VLZ/VLZ PRO/VLZ3, plus the rackmount kit if you absolutely need it in a rack.
These mixers run for pretty cheap on ebay these days, and they are pretty damn good.

No, it doesn't have to be rackmounted, I just thought that would be a lot less messy and nicer looking is all.

I also figured a rack would be cheaper than a board, but I really don't know anything about this Pro Audio stuff.

Even not thinking about the price, a desk one will most likely be better than a rackmount one, though probably worst looking.
Why? ... Options.

Cheap rackmount mixers usually are small line mixers, while cheap desk mixers can be pretty nice and full of stuff even if they're cheap.

So, some used mackie onyx if you want the usb connectivity and the fx or some used mackie vlz stuff if you don't need that.
Plus, if you can, don't go for behringer stuff.

a VLZ 1202 or 1402 looks like it'll do the job just fine.

I'll keep an eye out.
