It sounds like a clean electric guitar sound with a fair amount of chorus and echo (or perhaps delay?). A lot of 1980s pop songs were absolutely drenched with chorus/echo combinations on guitar. It should be very easy to replicate that one with some very common pedals.

I hear strat/chorus/reverb/delay. As far as amps, it has just a hair of breakup and lots of top-end sparkle. Willing to bet money that it's an AC30 or something with a similar circuit.
