So I've been trying to figure out something, there's like a filtered swell effect at the beginning of this song and ill post the link below, my question is can you get that effect on a POD HD or is it post production?

Sounds like post production to me, TesseracT often use small effects post production to give a more atmospheric sound. I doubt you could find/make it on a pod but check the line 6 site to see if there are any patches that someone has made which sounds similar.

Closest sound effect I can think of would some sort of flanger with a filter and a very small amount of delay but thats a very rough estimate.

If you mean that pulsing sound, that's probably post-production.

The swells sound like a heavy phaser and maybe a bit of flange.

You could probably get this with a filter effect in front of the amp and a volume pedal in the effects loop to get the swell without altering the tone much.
