Let's say for instance I have a Marshall dsl5c and a Marshall dsl15c can I play the 15w amp quieter on its "clean" channel since it has a master volume then I could on the 5w one since it just has a volume control? Even tho the one is 15w and the other is 5w?

The specific amp matters more than the wattage.

It also depends on whether you want power amp distortion or not.

both my tremoverb and MKIV work great at low volumes. i can play all night and not wake up my wife. . but my splawn goes from high TV volumes until stupid loud. it sounds good the whole way
