I just wanted to ask a simple question: when I play fast downpicks (Master of Puppets, Creeping Death ...) does my picking arm have to be relaxed or not?

Just one note aswell, since you used the words "picking arm". You shouldn't pick from your arm (elbow), you should pick from your wrist.

yes, I said picking "arm" because when I do fast downpicks like the songs i listed, my whole arm has a lot of tension in it (it gets tired quickly). Now I'm playing master of puppets on a slower temper, trying to stay relaxed and gradually speeding it up and staying relaxed
