Hey guys, would a speaker rated at 25 watts be alright to run with a 20 watt tube head? Specifically, I have a Jet City JCA20h I'm thinking about doing this with. The speaker is a Mojotone BV-25M. I'm running at 16 ohms.

depends on the exact speaker and its manufacturer (since some companies rate more conservatively than others), but assuming that one is rated conservatively (I'd imagine it is since I'm guessing it's a greenback clone) it should be fine.

They're good sounding speakers. I picked up a 212 Mojotone cab off craigslist loaded with two BV25M speakers, and then swapped one out with an Alnico Blue. Unfortunately, I'm not super experienced with speakers, so I might not be able to describe it as well as some of the pros around here. IMO, they sound great with my Orange AD30 running through them. They seem to have a big bass response and smooth mids, and when paired with the Blue to bring out the high mids and highs they cover the full frequency spectrum. Running my little AC4c1 through them really opens it up more than the stock 10" speaker in there. Sounds really classic and rich, very Beatles-esque. I could record some clips if you guys want, they'd probably be more indicative of the tone than I can describe...

Edit: ^yeah, I know the alnico blue is rated more conservatively because they're always paired up in AC30s but I just wanted to double check if anyone knew if the same was true for this speaker. Don't want spectacular hardware malfunction at this upcoming show lol.

I would guess if it's based on the greenback its specs are at least similar, and the classic celestion models have the rep of being pretty conservatively-rated. Obviously that's not conclusive proof, though. Have you emailed MojoTone? That way at least you have a straight answer (and if something does go wrong you can blame them!)...
