Too broad a topic.
An acoustic-electric guitar is an acoustic guitar with some kind of pickup added. It's not the same as what we call an electric guitar. All you need to play an acoustic-electric is a pick.

If you want to play amplified, you'll need an amp and a cable to run from the guitar to the amp.

You can get a pretty good guitar for under $300. As much as I don't like Guitar Center, it's a decent place to start looking. Don't buy the first thing that someone puts in your hand. Ask questions -- lots of them. Guitar Center employees may give you good information and they may hand you completely ignorant horsedung -- you'll get to a point where you can spot both.
