Hi,

I have two questions, how can I get this tone? I mean, what effects is he using and what would the settings be? And how did he pan the melody to the right and the harmony to the left? As far as I know he is just fingerpicking chords, so it's all recorded at the same time, how can you pan the higher strings to the right and the lower to the left?

Yeah, it's not recorded in one take.
The biggest strange thing here is a delay with a low pass filter.

Agreed. So, electric guitar, clean channel of amp or sim, deeper side from neck pickup, higher side from bridge (or middd). You need a LPF, chorus effect, and a cleanish echo set on 2/3 repeats. Two tracks, panned hard left and right (actually it would sound better if they were not panned so hard IMO). (I might be tempted to reduce the string rubbing noise too, with some volume automation)
