So I'm trying to understand the intro to Knives and Pens by Black Veil Brides. According to Wikipedia, it has a "i-VI-VII progression (Dm, B♭, C)" .

Does this mean it is in the key of D minor, and switches between D minor, B flat and C for its chords?

Yes, the song is in D minor, moving from D minor to Bb Major to C major, and the riff uses notes from the D minor scale.
