Anyone know where I can find this, or anything like it?

Or maybe I could make one myself with a regular 9v power supply? Any ideas on how to starve you pedals from power?

You could use whatever variable voltage power supply, you can find modest quality ones in every store that sells that kinda stuff.
Here at least.

I'm wondering if this device will work on reversed polarity pedals tho?

If the polarity's reversed you simply have to switch the ground with the center contact.

Just invert the cables shown in the circuit.
