I am new to bass and I am self teaching myself. On a bass tab when there is a note say on the E string and then on the a string in just shows a slide symbol then on the d string it shows a note. Where do I slide?

3/ Slide out upwards

A slide with no note is most likely just that. Listen to the song and match it up to the tab.

This can get confusing with tabs. Basically, they are saying to slide from the note on the "E" string to the note marked on the "D" string. If you can, slide to that note, but stay on the "E" string. If not, just perform a slide in the proper direction (to no particular note), and then hit the note on the "D" string. This is certainly going to be a "slide up."
