I really don't know of any worthwhile bass amp so cheap.

Is your budget for the amp only, or amp and cab/combo?

Also, when you say "new amp" is that new to you, or must it be not previously owned?

I will say that's a pretty scant budget to be working with.

The Amp only I am not ready to jump to a cab/combo I am just looking for a practice amp, new to me, I don't mind if it is pre-owned as long as it's not absolutely destroyed and the speaker is blown then I'm all good

Oh dear...

Amp only means that it doesn't have a speaker.
A combo is where you get the amp and a speaker. I presume that's what you mean?

If so, I don't have any experience with it, but I've heard good things about the TC electronic bg250 combo. It's a little over budget (£300), but maybe you could look for one used?
Edit: the 15 inch speaker version is £300, the 12 inch is around £270

Have a look at ashdown, hartke, tc
See what sounds best to you, it's kind of one of those personal things...
