Can people read tabs like they read say music for Orchestra or Band. Just follow the notes and play along?

I want to know is it normal for people to be able to look at a tab for a song they have never played before and just play it (if it is within their difficulty level)?

Not without significant rhythm annotation as well.

I personally prefer the two-stave system, where one of the lines is dedicated to the notation and rhythm (ie. sheet music) and the other is tablature.

When done correctly, this is all the information a guitar player would need.

Where can I look into this and find some examples?
Also, would you recommend I learn this system? Mostly I have just been self-teaching specific songs instead of trying to learn skills needed to play a lot of songs.

Well, all that's needed to learn it is the ability read sheet music. It's just a double stave system with both sheet music and tablature included.

I have also tablature written with rhythm stems coming off of the notes, but I can't remember where I saw that.
