Is it normal to have latency while using a MIDI controller?
Because I can only hear the notes a few milliseconds after I've hit the keys.

It's normal to have latency when dealing with peripherals of whatever kind, yes.

Your problem tho is most likely related to the delay between the point at which the computer receives the midi info and the point when the sound is outputted.
Try decreasing the audio buffer size.

I get latency even when I'm using plugins as standalone, controlled by the keyboard.
Is it impossible to play it without latency?

If they're standalone they're not plugins.

What I said still doesn't change tho.
Try decreasing the audio buffer size.

It's possible to play without latency if your computer's powerful enough and your audio input and output interface(s) are fast enough.
Still, for starters try decreasing the audio buffer size.
