Similar thing happened to me when a friend of mine and I were having lunch at Panda Express. A middle-aged woman approached us speaking a bit broken English, something about how she needed money for her kid's medicine (like $50) and I gave her a $5 bill, since that's the change I got from my order and I figured I'd spend it on something dumb anyways.

Well then she goes on to say, "No, I need more, it's $50." At that point the manager came over to escort the woman out saying something like, "Ma'am, we've told you several times that you can not come in here and do this." Manager lady then came over and said she was sorry for the inconvenience and offered my friend and I each a Panda gift card for our troubles, which we obv accepted.

Moral of the story: give people money so that when the manager kicks them out you get more money than you initially had.

I live in Houston as well, in a reasonably affluent neighborhood. I've never had anyone be less than courteous that I've given money to or if I told them "Sorry, don't have any cash" (Which happens pretty regularly, I don't carry cash nearly as often as I used to.)

Perhaps it's your demeanor that sets the tone? I don't always give them money, but I am always polite and friendly. Everyone deserves that, at least to start with.
