If I block off the floyd on my guitar would I be able to change tunings from say e standard to d standard as you would normally on a hardtail and my bridge stay in place

If you block it properly then yes. Find a thread here or a video on you tube that can tell you how to properly block your trem.

Yes, I've done this on a couple of my guitars with a couple different methods. for 1 method I had a tech install a block of wood to block the trem, believe he used mahogany. For the others I use the trem stopper from FU upgrades and I installed them myself.
