I've been stuck hitting single notes from the scales in my soloing for a long time. I've noticed one element I lack.

I have found they often "mute" some strings when striking like this. What I want to know is the theory behind what they are doing. Are they simply picking 2-3 notes from the scale forming a "pattern" or "chord" out of the blue? Or are there some rule and method to it?
