did you know that their government believes that there are no natural rights, and call them (pretty much) state-granted rights in their constitution?

Allow everyone to post a small number of trial threads. If they turn out to be good, give them a licence. If they suck, revoke their thread posting rights. Once a year, allow the licenceless posters to try again.
