Can someone explain to me the theory behind this chord?

Specifically the one on the top right. I know that the formula for such a chord is 1-2-5. But the notes on this one (not the open strings) c-c-g. C to G is the 5th, but how is C to C the 2nd? Or is it in the open strings?

But why not the open strings? Why would you not count them as chord tones?

Any note that is played may be a chord tone without context (pedal notes excluded usually)

In this case, none of the notes are insignificant, and so regardless of where/how they are played, the notes are C-D-G
