Is there a way to lower the strings down closer to the fretboard on a bass without going to the dealer or taking the strings off? I have an ESP B-154.

There should be tiny holes in your bridge on the saddle of each string where you can adjust them by whatever means - usually a small allen key. But you need to be careful. You can mess up your intonation and get all sorts of fretbuzz and crap if you don't know what you're doing, and your neck hasn't been set up properly. I'd go to someone that knows what they're doing first.
