i would have to say 90's with nirvana, they were very influenced by puck rock and kurt concidered himself a punk rocker.
but now in the 21st century, punk and emo have taken over.

I'm gonna reply seriously now, 80s/90s. 2000 and beyond had some amazing bands (circle takes the square, saetia), but the majority of music I listen came from the 80s/90s. If I had to pick one I suppose the 90s for Heroin, Angel Hair and pretty much all the Gravity Records bands.

I can't say I can pick a best. I love punk bands from the 60's, 70's, 80's, 90's and 00's. People really do overlook some damn good modern punk bands though.
