erm...boutique and custom basses. you wont find any mass produced basses with whammys as far as i know

Definitely won't find them on mass produced basses. It's just not something typically found on bass, though i have seen online suppliers selling bass bridges that have whammy bar capabilities.

you can buy a mass produced bass and if you had the experience, route it out and install a whammy. i think a few places sell them

If you want you can make a Warmoth, you can order one made for a whammy.

Carvin's in the 80s had a doubleneck that had one fretless one fretted w/ a whammy, and that was production.

No they aren't.

Carvin's have a bunch of options that they churn out fairly regularly and will do a semi-custom t ype thign if you pay for it, but they aren't a custom shop.

Seeing as that I have a carvin store near me that I can go and play a bunch of production guitars/basses, I know they have a bunch of random sit-around guitars, they're not customs. The double-neck wasj ust as avaiblable as any other back in the 80s

I think that you can get a custom made one from ESP. But other than that, check out all the suggestions that have already been said.
