it's a figure that's played on the 12th or 11th and 12th bars of a 12 bar blues that resolves the V back to the I usually using a combination of chromatics and arpeggiation with embellishments.

It's basically a a way to get from the end of the progression back to the beginning again. If you've been listening to blues music, it should be pretty easy to pick out. As Dirk stated above, it's usually a walking chromatic movement.
