I have a cheap stratstyle guitar which is made in Japan, but it's poor quality and I am going to use the trem heavily.

So I was wondering can i put locking tuners onto the guitar? Will it hold tune?

yeah, scahllers should help, but they're a tad pricey. . .

1) What is the point of locking trem then?
2) What about no locking tuners but locking trem?
3) If locking tuners already help, why bother with 2 locking systems?
4) How does a locking trem work?

Try Sperzels.

A locking trem and nut is for doing craploads of whammy stuff (watch nearly anything by Steve Vai for examples), so that it stays in tune. You don't use locking tuners with this, as you already have a locking nut.

1) like floyd roses well to do whammy tricks
2) still would go out as you will find out
3) measure twice, cut once. extra protection
4) the strings lock at the saddles

Locking tuners are awesome not only because they lock, but because it take 2 seconds to restring. Seriously, just pull them so that they are almost tight, lock, and cut. You only have to turn the posts once, its sweet.

DAMN! Those locking tuners are damn expensive.

Should I even bother with my super cheap guitar? I don't think i will get a new guitar anytime soon.

yep new guitar, or if you going to be using the old guitar you might aswell get the locking tuners and then later install them on your new guitar
