what would you recommend to someone that can't get a teacher but reallly wants to learn theory and make their own music.

ive tried the lessons on this site but some require you to have previous knowledge of something.
music book?that'll help and give you this knowledge needed for understanding the lessons here.
You could hire a teacher on the internet. They'll just send you videos or sheet music to print out. That of course only works if you meant you can't get a teacher because you don't have the time to go anywhere or anything. If it's a money issue or something related then nevermind.
if ya wanted someone to teach ya, couldnt you ask a friend who has a higher level of skill?
Just a suggestion

Dunno if you found this lesson, since it's in "For beginners" rather than "theory"

I found it very helpful, and i had no prior knowledge.

If you cut down on these costs students won't learn so well, effecting the "quality"...
