can't i use the volume control from the pedal to bring the amplifier volume down to keep it at a reasonable level

That's more or less just the volume control for the pedal, once you turn that pedal off and you have your amp at 10, you're gonna die.

If you have your amp at 10, you're probably going to be driving the power tubes unnecessarily, so they may not last as long. But that's about the only "damage" you'll do.
