Eb G G F Bb = 1 3 3 9 5 in Eb --> Eb add9.

Eb+9? Like Eb add 9? Bad naming. "+" only refers to a 5th.

Eb6/9? Where's the 6?

^Just to be picky... you'll usually see that as Eb, not D#.

Eb = Eb F G Ab Bb C D = Good and pretty.
D# = D# E# F G# A# B# Cx = Very ugly. You never skip a letter when naming scales, and you never repeat a letter either. Hence, the ugly...

At least the D#+7blah was silly. This is just downright foolish. The scale built off the root has no bearing whatsoever on what you would call this chord. It would get named depending on what chord is called for, and not based on some imaginary enharmonic wetdream of what you'd like it to be.

If it's called for as a D#, then it's a D#. Calling it an Eb just to appease yourself won't work. Admittedly, it would be [incredibly] rare to see this called for as a D#, but I can think of places where it would be absolutely correct.

While you would be correct insaying that Eb would be much more common... using the scale built off of it as your reason is just... wrong.

Well I was shooting for saying that Eb is much more common, yes. Given that there was no context, I thought I'd share the info. I tried to avoid saying that "D# is a dumb key and you never see it" because I've seen many cases (as have you, I'm sure) where D# is the correct root for the chord/scale whatever.

So yeah, if the context calls for a D#, I call it D#. But given that D# iS ugly as far as a key signature or scale spelling goes, I merely wanted to mention that Eb looks nicer. That doesn't mean I "go around it" or "cut some corners" when I see "D#."

Perhaps you understand my reasoning now?

I get that my post looks retarded at first glance but know that I wasn't saying what you think I was...
