Question #1 I've been seeing these advertisements for string saver saddles which are graphite saddles. I've been breaking strings at the saddles alot lately and was thinking about these, but do they change your tone at all? are they worth it?

Question #2 I am having trouble getting volume out of taps even if I tweak the volume settings on my amp and guitar, should I invest in a volume pedal or is there something else I can do that wont cost me any money?

Don't know bout those strings I only know that I broke a lot of strings when I first started playing LoL and I dont think u should buy a volume pedal at all for more sound

try using your pick to help you tap. that might help you get a better volume.
