Well, it seems more like a support of him. Its in the lyrics.

The song sounds like its describing more of an underappriciated man. Paul was probably saying MLK was a very smart man who was watching the world around him "spinning around" in madness, and he tried to do something about it, but "nobody ever hears him". Just a guess.
