Here's the deal, my friend wants to hook up his flextone apm into my v3 cabinet well,
the V3 is a 16ohm mono 8 ohm stereo cab and the flextone is 8 ohms mono so im guessing 4ohms stereo. Is it ok to hook up a low impendance to a higher one?

It's ok to hook a speaker that's a higher ohm rating than an amp up to the amp.
