Chromatic scales, 16 notes, non stop, until your hand starts hurting. Give it a rest, do it again. It'll take a while but soon, you'll gain strength in your hand. Also, do daily stretches and exercises.

what I just started doing is this(I play bass so adjust to guitar accordingly, don't think scales, just build up finger strength/speed

like that all the way until my index is on the 12 fret and my pinky is on the 15 fret, then I do the same thing down the neck and repeat until my hand is tired, speeding up slightly every time I do get back to the 1 fret
