Depends what key you are in.

Some will sound sadder than others in different keys. A minor wont sound sad over an A major progression, it will be bluesy.

Major scales can sound sad as well over the right progression.

Dont ask me anything more detailed than that, as i dont know! Sometimes you can just feel what scale it needs, sad, bluesy, happy etc
