If you are playing in say A minor and you play the blues scale-is this just technically going out of the key when you are playing the tritone G#?. Also what would you class the tritone as in this instance-the aug 4rth or diminished 5th if its not actually in the key?.

Additionally is this the same for the bebop scale for example?.

It's part of the Blues Scale. The tritone was just added to the Penantonic scale to give it a darker, bluesier sound.

In the blues scale 'blue notes' are added. Those are notes that are a semitone lower then they would usually be, and give the blues scale that 'bluesy' sound.
