I have got an ibanez rg570, which i bought thinking i would use the tremelo all the time but since getting it i have never used it and find it a big hassle when changinf strings, tuneings e.t.c.

So im wondering what is the best way to lock the tremelo off thus creating a hard tail

ive tryed this already but when the block is in the plce the b string cant be heard becuase it is rattling against the screw directly below the string

Did you block just one side? coz you need to block both for fixing the trem on a certain position. Also, let the blocks be a bit wider at the top so that it could wedge well, and secure it with the cavity cover.
