Godin guitars. Look for the Freeway classic if you need a trem or Detour for fixed bridge ( i recommand ) These 2 are double cutaway-strat style.

Theres plenty other models and they are all from canadian parts assembled in the US and pretty unexpensive with great quality.

Schecter Omen-6. Great sound and quality for the price. You can get em aroun 4-5 hundred bucks, i got mine 300 canadian but thats cause i was in the right place at the right time.

Get a new amp, save up some more & get a PRS SE.

PRS is a little over priced Imo But a good fender strat would suit him well.

Get a Roland Cube or a Vox for a cheap amp. If you have the cash, a Peavey Valveking is a pretty good tube-amp for the cash.

I hear Laney is pretty good too.

Don't get a Marshall MG series. Unless you're like my brother and only using it's poweramp.

I have a better idea, don't buy a new guitar. BUY A DOG.
