ok.

so i have some things i need to improve..
do these things sound correct?:
Left hand:
drop wrist
thumb perpendicular to neck.
Right hand:
tilt pick
rest hand on bridge


start slow
always play with a metronome.
increase speed day after day

I dont think you should rest your hand on the bridge. I used to anchor but now I find that having my arm floating entirely off the guitar gives me a greater amount of control and presicion, not to mention speed.

If you're alt picking, your pick should be parrallel to the strings and perpendicular to the bridge, if that makes any sense.
I think for sweeping you should tilt the pick in the direction of sweep.

The rest sounds correct, though I'm no teacher (just a beginner myself).
