Depends on what you play. I would think that the peavey is suited more for rock/metal, and the fender for clean/blues. I'd get the Peavey.

Best bet is to actually try them both out (which if you live in a semi populated area, there probably a GC nearby) and see which one you like. I have a fender 15watt like that and it worked for me (i played like heavier stuff a bit, and clean melodies). If you are just starting out, try different amps and get a feel for the tone of each one. Also, I found it depends what kind of guitar you are playing.

Buy a Vox Valvetronix, don't buy a crappy starter amp when you can get a good modelling amp for that price.
