I was wondering if it would be possible to connect my guitar to the line in of my soundcard and download some sort of a tuning program to tune the guitar from the pc?

Google "guitar tuner."

I did, and there's software listed on the first page. I'm not familiar with any of them, so I'll let you decide what you think you like best.

Then I'd follow the instructions on the software I chose. If you have a line in, you should be able to plug your guitar in directly without a problem.

I tune my guitar through the PC all the time, never had any problems. Don't think you can damage your sound card with that, guitar's un-amped signal is pretty weak.
