imlearning a fingerpicking song at the moment and it says i need a capo on the 3rd freet, so does that means for-instance if it asks me to pick the 5 it means pick the 8th freet sounds a bit stupid i know and i also thik i know the answer but its worth getting confirmed to me

If there is a capo involved you read the tab as if the fret that the capo is on is open.
Thats why if your capo is on the 3rd fret you can still have 0, 1, and 2.

^yep, so in your case yes you'd play the 8th fret
