it means each chord shape it shows you should be played 16 times. it's probably a fast tempo song. the / means to slide up to the next fret it shows

it's probably in 4/4, which means you play four notes every four beats. since you have to play those 16 times, rather than counting to 16, count to four, four times.

It is in drop D tuning too, incase you didnt notice that. You have to tune down the low E string to D.
