Really, it all depends on your style, you couldn't have some NYHC style band called "The Retards", or some balls out street punk band named "The Baby Stabbers".

Just listen to some old Uk Subs or Buzzcocks songs and use their lyrics. Or dig up some old reggae and steal the name of a song. It worked for Pressure Drop.

Either that, or just sit around with case or two of beer and brain storm: Refuse to give or to quit drinking untill you come up with something solid.

Great band names don't come right away. Write some songs and it'll come eventually. Bands usually go through a few band names.

I'm also going to use it as a song title, as unlike band names, I could have a song called stairway to heaven if I wanted to.
