I'm not sure but I know if a guitar is designed for a 21 fret neck (strat) you cant put a 22 fret (some teles) neck on it.

Aren't they the same necks anyway?

Ippon is absolutly right.

Is the strat neck a 22 fret neck?

strat=21 fret

How do you know how many frets the threadstarter's guitar has? Strats can have both 21 and 22 frets, the same with Teles.

22 fret necks (usually) CAN fit on a body designed for a 21 fret neck as they both have the same neck pocket. The 22 fret neck has an overhang which allows for the space for the 22nd fret.
