What exactly is a locking tremolo? I hear from guitar pros that these are the best kind. Does that mean you can dive bomb and pull up on it? Because most of my friends that have guitars with Whammys can only pull up or dive bomb theirs. They can't do both.

a locking tremolo has a lock at the bridge and at the nut that (are supposed to anyway) keeps the strings in tune, and the Floyd Rose will allow you to both dive bomb and yank the piss out of the arm. So basically, with a FR Locking Trem, you can tune, lock, and dive/yank all day and stay in tune.

Locking means it's locked at the bridge and the nut (no slippage). It doesn't necessarily mean you can dive and pull up, but usually it does.
